Actor's pay was a hot topic in the mid-to-late 80s (as it is now, in 2023!), and the pay for child actors was part of that discussion. As Bartons relied on child actors, it was often used in the media as an example (as it was in production at the time).

This 28 May 1987 article, by the way published just a week after "Days in the lives of ordinary children" (see above), showing you how much Bartons was in the press at the time, dives into this and interviews Jenifer Hooks (producer) and Peter Dodds (director of three Bartons episodes) about the matter.

Jenifer Hooks wrote an article for the April/May 1988 issue of Parents & Children. She tells the readers about the show, the casting process (including the struggle to find Elly) and the filming process.

Although the issue is from April/May 1988, a few weeks after Bartons aired in Australia, I assume that the issue was available in March as it promotes the Bartons as being on TV at the moment of publication.
